The Report On Development Status And Strategy Of Technology-based SMEs Guided By Heilongjiang Provincial Government

Since reform and opening, Technology-based SMEs in our province has rapidly developed, which have become a major economic growth point and the main force of the expansion of domestic demand. Compared to those in the southern provinces, Technology-based SMEs in our province are relatively backward and there are still some outstanding contradictions and problems in their development in spite of their great progress. These contradictions and problems if not solved, are bound to restrict the development of SMES in our province. In this case, the government's guidance plays an important role.The development status and strategy of Technology-based SMEs guided by our provincial government has been investigated in this report. First, expounds the background and significance of the report, introduces the importance of promoting the development of Technology-based SMEs. Then from our province government's related policy analysis aimed at Technology-based SMEs development, interpret the policy environment, investment situation promoting enterprise R&D, social service system and financial services and support system aimed at Technology-based SMEs. Concretely analyse the R&D investment situation, technology field distribution and the regional distribution of the enterprise which bear the Innovation Fund for Small Technology-based Firms project, understand the development and innovation of the enterprise supported by project. Overalll, technology-based SMEs of our province are in good development condition, to them there are problems of distribution no uniform and technological level out of step. Not bearing the task of innovation to most enterprises, presents the importance of province government guidance of small and mid-sized enterprise aspects, and existing problems of it such as inadequate policy system and socialization service system imperfect, etc.In this report solutions are raised to address these issues. First of all, innovate the management system, we want to promote the management level from four aspects, including establishing and perfecting the policy support system, to improve socialization service system construction; to strong support key industries in the development of SMES, to strengthen the guidance and financial special fund support, to strengthen management and promote standardization of share-holding system.Secondly, innovate ideas. Have a correct understanding of the important role of SMEs, build a harmonious business environment, create a technology entrepreneurial atmosphere and enhance the research on theories and policies for the SMEs. Finally, strengthen the cultivation of talents. Implement personnel policies to encourage innovation, attach importance to nurture science and technology entrepreneurs.
