Restricted by the current occupational pension policies and regulations, an occupational pension project may not be only managed by a financial institution, which determines that China occupational pension project management has multiple management models. The commercial Banks, trust companies, insurance companies, securities companies and fund companies, which have the qualification of occupational pension project management, are not only competitors but partners. In order to achieve the benefit maximization, how can institutions make their choices in numerous management models? Under the premise of profit maximization, how do they achieve the maximization of management scale and generate scale effect? In order to strive for the more of the management scale, how do they choose better role position and achieve win-win cooperation with other management agencies? In possession of a certain management scale, according to the policy orientation in the future, how to adjust management model and role position? Many similar problems have been put up before each institution. If they do not consider seriously, these problems will probably lead to the deviation of their occupational pension development strategy and they will be knocked out in the competition.Standing in the angel of commercial Banks and under the development tendency of China occupational pension business, this paper researched into the role position of commercial banks in the competition. During the research, Through collecting and sorting plenty of domestic and foreign occupational pension relevant materials, summarizing and analyzing the occupational pension development status of China, the United States, Hong Kong and Japan, comparing the policy background, management model and role position, we can see that at present China's weak trustee role, along with the continuous development of occupational pension business, is likely to get strengthened and consolidated gradually. The trustee may exist concurrently instead of account manager. Investment manager may also gradually transform into investment advisor, who only provide investment suggestion, so that the occupational pension plan participants can free to choose the investment products.The author also used the way of field research, extracted two banks and insurance companies, which respectively gave a deep insight into their occupational pension of the management capability and management system, summarized and compared advantage and disadvantage of banking and insurance in the management project of occupational pension. We can see the advantage in banking is account management, whatever in management capability and management system from comprehensiveness, systematic and safety is superior to insurance but the insurance's advantage is merely in entrusted management experience, no obvious advantage in the entrusted management system.In accordance of analysis our country occupational pension development tendency, the prevailing trend of the banking account manager role will no longer stood out, but insurance can rely on the strengthen of trustee position, by use of its trustee's advantage of trustee management, acquiring account manager role through complete trustee. Therefore, in order to remain invincible in fierce completion of the occupational pension in the future and ensure their long term benefits' and maximization, the commercial banks are not only to keep their advantage of account manager role, but also insist on the integration of trustee and account management, vigorously using their superiority in the risk control, responsibility compensation, system development and service network to promote the 2+1+N product model.
