State-Owned Enterprise Occupational Pension System Optimized Design Research

《Occupational pension Implementation Means》and《Occupational pension Fund Management Implementation Means》get up the official implementation in May 1,2004, and this marked that the statute system of occupational pension was basically formed in our country. In the last few years our country occupational pension was being enduring the swift and violent development, up to 2006 year's end, our country occupational pension fund scale had amounted to 90 billion Yuan. Compared with 2000 year's it increased 371%, that demonstrated the occupational pension's good development tendency. However, due to the date of pension system founded in our country is relatively late, law and operate mode are distemperedness, there are still many difficulties and problems urgently to resolve. So that expanding research to pension is extraordinarily necessary.The paper deeply analysed the annuity's development actuality and existent problems in our country, simultaneously studied the overseas occupational pension theory, the successful procedure and the development direction, combined with the practice of Shengli Oilfield, integratedly analyse the develop instance of our state-owned enterprise especially the major state-owned occupational pension system, proposed a suit of relatively feasible pension system design scheme, shooting at supporting for major state-owned enterprise with some reference meaning. The main content of this paper is as follows:Exordium part introduced the present paper's background of selecting topic , research significance ,and also introduced the aim of this research .The first chapter made an elaboration to the occupational pension elementary theory, framed a boundary of the annuity's meaning, discussed the theory base of founding occupational pension, and summarized for inside and outside country's pension system research.Chapter 2 discussed the development status of occupational pension in our country, introduced its development course, summarized the collectivity status of occupational pension, and at the same time, simply depicted the occupational pension's development status of Shengli Oilfield ,analysed the existent problems.The third chapter introduced the general development situation of overseas occupational pension, discussed and researched the international developmental uptrend of occupational pension.Chapter four took the Shengli Oilfield for example, introduced the field's basic implementary situation, and analyzed the current pension substitution rate level, deeply analyzed the necessity and feasibility of founding pension for State-owned enterprises.Chapter five made an outline for pension design of the general principles, Against Shengli Oilfield enterprises subsidy program problems , re-designed the occupational pension plan. Expounded predicament to confront to constitute pension plan, and proposed the countermeasure suggestion to deal with the problems.
