After the Second World War, it is a big effect on the Japanese industrial district by the industrial and development policy of Japan. This paper concentrates on the industrial construction changes of Seto-Uchi Industrial district from 1960 to 2002. The existing related researches are mostly about the whole part of this district in high economic growth period of Japan. However, the new detail industrial construction changes of main cities in the district are discussed in this paper.Firstly, the affection by the industrial policy is listed, which build up a main structure by oil, chemistry, and iron mining industry. Secondly, 18 industrial cities in this area are selected to be researched. By analysis the industrial construction changes, it demonstrates that these cities have their own industrial structure differently, not as the same as the simple feature showed in the whole Seto-Uchi District. Lastly, as examples, Kurashiki, Niyihama, and Higashihiroshima are concerned to prove the varieties of industrial constructions in Seto-Uchi District.The result demonstrates that due to the various policies, the changes of industrial construction happened from local to the whole in Seto-Uchi area. The basic material industrial is still the leading type, but is not the unique anymore because of the development of processing assembly industry. So, the industrial construction in Seto-Uchi district is complex, which mainly builds up by the basic material and processing assembly industry.
