The development of city public utilities is an important issue in the modern city developing,in promoting whose development the governments play an important role.In China's traditional utility management system, the model: the government investment, financial subsidies operations, state-owned enterprise monopoly is adopted. This operation model causes the lack of public advantages and benefits therefore there are many questions: low productivity, poor quality of service, financial serious subsidies and so on. These problems make the utilities development lagging far behind the people's growing demand for various public goods and public services. But the city utility is the foundation of the modern society surviving and developing, and is closely related to the vital interests of the public. In this case, the public utilities privatization has become an inevitable reality choice. The privatizing is a process in which the scope of private enterprises in the field of public utilities is gradually expanded and meeting public needs are relied more civil society organizations and less on government to improve government performance as a provider of products and services.The 1990s, the privatization reform of public utilities is attempted in Shanghai, Shenzhen, Chengdu, Hangzhou and many other cities. Overall, some successes were achieved and a number of relevant institutional arrangements have been done. Since accession to WTO, the operation efficiency and scale of the utility is improved to some extent by a large number of non-state capitals introduction and implementation of bidding which broaden the development space for the private enterprises. At the same time, there are several situations: government abdicating responsibility,inadequate municipal infrastructure investment,difficult to achieve effective guarantee of the public interest or even damage because the city utilities model is changed from the government providing all-round management to the private sector which are related with the government's management the responsibility government should bear in the development of city utilities.Based on the above considerations , in the paper the lack of government responsibility in city utilities privatization and its specific causes is analyzed and the enhanced path is explored to improve and optimize government responsibility,promote the health development and effectively realize the public interest.Specifically, firstly the basic characteristics of city utilities and topics of significance are described; the basic theory of city utilities privatization and the general theory of government responsibility and theirs related literatures are carried out a detailed review, especially the government responsibility relevant theory affecting on privatization reform are focused on. Secondly,introduce the main governmental responsibility, the main performances of government responsibility lacking that public interests being jeopardized,insufficient investment in infrastructure,lack of government commitment,weak government control and efficiency and equity imbalances, etc are analyzed combining with the status of privatization reform and then, the specific causes of government responsibility lacking in the privatization reform that the government role positioning being unreasonable,the absence of government economic system reform,the government control system being imperfect,the supporting laws and regulations being perfect are analyzed. Finally, for the main causes of government responsibility absence , the policy suggestions on strengthening government responsibility are proposed which mainly includes the following five aspects:(1) Perfect the relevant legal system; (2) Form a diversified investment pattern; (3) establish the public interests protection system; (4) Strengthen the government regulation function; (5) Perfect the scientific decision-making system.
