Our Country Tertiary Industry Agglomeration And Fiscal Policy Research

With the process of global economic integration accelerating, cultivating Industrial agglomeration is an important way to promote regional and a national economic competitiveness. The generation and development of Industrial agglomeration has its special development law, government fiscal policies play an important role in industrial agglomeration development process. In the literature of industrial agglomeration, the most focused on the second industry, while to the third industry industrial research rarely touches. This paper focuses on research and analysis of the relationship of the current government fiscal policy and regional third industrial agglomeration.First, this paper selects the added value of the tertiary industry, the added value of the tertiary industry specific gravity, per capita the added value of the tertiary industry and standard deviation coefficient to analyze briefly the 31 provinces and municipalities and four economic status of the third industry. Then this paper measures the third industrial agglomeration: on one hand, measuring the area industrial concentration and the area specialization coefficient; On the other hand, estimating Industrial agglomeration degree of the different areas and the different industry. The result by measuring the third industry agglomeration is the third industry mainly concentrated in eastern coastal areas.Secondly, this paper uses the empirical analysis for the affecting factors of the third industrial agglomeration from two aspects: on one hand, it is the analysis of influence factors of the four regions tertiary industry agglomeration; on the other hand it is the analysis of influence factors of third industry cluster. Conclusion: Government expenditure, tax policy of the third industry, the level of opening up, urbanization rate and second industry's development, in a certain extent, promote the industry agglomeration, but play the different role in different areas. Finally, according to the empirical analysis result, this paper proposes emphatically from the Angle of government financial policy to promote the third industrial agglomeration policy suggestions: the first is to strengthen government expenditure dynamics of public products and services and policy guidance; the second is to optimize the third industry tax policies; the third is to accelerate the urbanization progress and enhance third industrial agglomeration level; The fourth is to strengthen the third industry investment and improve the level of opening up.
