Rapid development of high-tech as they have in the past deeply affects everywhere of the world and guides the development of society. At the same time, it attracts countless eyeballs and touches off a heated controversy. Development and progress of high-tech in diverse areas give people surprise and longing. The paper studied evaluation theory, proposed that quantitative evaluation and qualitative evaluation must be combined in order to achieve overall assessment. The paper summarized all kinds of research institute evaluation index, combined characteristics of high-tech institutes of CAS, and constructed comprehensive evaluation index system of high-tech institute from resource input, staff input of innovation achievements and result, paper and monograph, patent, project and funds input, and Awards.Methods and suggestions in the paper based on the author's years of study experience on comprehensive evaluation system. The paper analyzed status in quo, problem and trends of China high-tech industry, analyzed its characteristics and effect, raised new evaluation system and applied it in the real world. Innovations of the paper are:Firstly, point at lack of level of management in old evaluation system, the paper put forward to assess user satisfaction by questionnaire, to analyze structure of SCI paper by scientometrics measurement and to study assess of high-tech institutes from development trend.Secondly, the paper analyzed high-tech institutes according to its historic background and characteristics, put forward evaluation index which adapted to high-tech institutes. The paper suggested deleting some redundant evaluation index so bear of institutes can be reduced. The method reduced evaluation workload of CAS annuallyThirdly, evaluation of high-tech institutes of CAS should respond national great strategic needs, so it can not be achieved by some non-representative indexes such as article, patent in basic institutes, or by some indexed in sustainable development institutes such as discovery of new norm. Evaluation indexes of high-tech institutes of CAS should be more convincing, more typical and have more technical characteristics.
