Since the reform and opening up, the Convention and Exhibition Industry in China has progressed by leaps and bounds. As some of the large scale international conferences enjoy a great fame, the competition of large and medium-sized cities running for the conferences is becoming fiercer. Some cities even offered the organizers a variety of preferential policies to attract the conferences. Hereby, Chinese central government put forwarded some regulation on hosting the conferences, which strictly forbade local government to run for the meeting with preferential policies. Under this circumstance, the cities which offer high quality service attract the eyeball of the organizers.When hosting those conferences, each city needs to form a kind of contemporary operating organization, namely the organizing committee, but the service offered by them meet different standers. As in lack of good service, some cities could not meet the need to promote it, on the contrary, left a comparably bad impression to the participants at home and abroad. A good organizational structure not only lays a solid foundation, but also become the key factor to offer a high quality service. The organizational structure of organizing committee not only includes the structure of different departments but also the job analysis. Till now, most of the structure is contemporarily decided according to the need of conference. The structure is adjusted when difficult situations happen, and it brings many inconveniences for conference operation.The paper took advantage of case study, firstly introduced the Organizing Committee of Conference A and the problem raised during its running, then with the research on theory of department organizing structure, job analysis and the testing criteria for both-performance assessment, the paper made analysis on the situation of Organizing Committee, Conference A, and finally proposed the solution on department organizing structure, job setting and performance assessment. It is hoped that with the study on this case, a commonly spread basic solution can be found, so that a better service could be offered to the meetings.
