With the speed up of global economy and development of Chinese economy, the enterprises relying on agriculture resources are creating more and more production value, such labor intensive industries as aquatic product processing, food processing etc. In the fast development of the 21st Century, agriculture enterprise has been becoming one of indispensible forces. At the same time, The importance of HRDM in agriculture enterprise is being more and more obvious. However, with the fast advancing of agriculture enterprise's economic strength, the soft power of HRM is still in primitive stage which can't fit for the future development of enterprises. This problem mainly reflects in the seafood processing, which has become one of the obstacles in its developments. So, the HRDM of enterprises goes to the top of work in aquatic product enterprises. Taking in this sense, discussing on the questions of HRDM is meaningful to the future sustainable development of aquatic product enterprises.Basing on this sense, this thesis gives a study on the HRM in ZHANJIANG aquatic product enterprises, relying on theories of two factor, enterprise life cycle and HRM. ZHANJIANG, as the breeding place of aquatic product, has convenient transport communication with many big cities. It lies in the intersection of tropical and subtropics, rich in sea food resources. All of the advantages make ZHANJIANG the center of export in the west area of Guangdong and North Bay area. It also becomes the biggest trading center of prawns in China and one of the best aquatic product enterprises. Meanwhile, its aquatic product enterprise gets famous in international market. But there are also some problems such as the HRDM. This focuses on recruiting in busy season, performance management etc. which restricting the future of enterprises badly. If aquatic product enterprises want to break the bottlenecks and make a upgrading, they have to form a scientific and effective set of HRM mode.The basic mentality of this study is:First, do researches on the current situation of HRM of ZHANJIANG aquatic product enterprises and SWOT analysis of its potential development. And on the basis of the study, Discussion on how to optimize the construction of human resource management system of aquatic products industry .Then, make a calculation on the situation based on the index system of human resource evaluation. At last, study on the strategies.According to the above mentalities, the thesis includes 7 parts. The first is doing a systematic survey on the documents home and abroad, state clearly the study basis, purpose, significance, measurements, possible innovations and shortcomings. The second is about the systematic statements of sustainable development theories and enterprise life cycle theories. Which are as the theoretical basis? The third part is making a deep analysis on the current situation of HRM in ZHANJIANG. And summarize the main presented problems. The fourth part is analyzing the internal and external influencing factors of HRM basing on the PEST and SWOT analysis. Do a gap analysis and discuss the necessity and urgency. In the fifth part, relying on the above analyses, forward the support system of HRM. In the sixth part, focusing on the routine of optimal of HRM, from choosing, breeding, and using to keeping, form a scientific and effective HRM mode. Put forward the strategic mentalities and measurements in solving current problems and promoting competitiveness. The last part is the conclusion and discussion on these issues.The research states:1.On the steady situation, comparing with the other top aquatic product enterprises worldwide, those in China have a lot to do in exploiting in HRM. But their competitiveness is increasing.2.We have a lengthy coastline, and the reasonable utilizing of HRM will effect the whole development of aquatic product enterprises.3.The analysis on the current situation of aquatic product enterprises by applying the relative theories of HRM shows that we have a favorable potential. The competitiveness will go on increasing in the future. It will absolutely be one of the most important parts in national economic developments.4.On the enhancing the level of HRM and exploiting its potential, both the government and the enterprises bear different responsibilities and take relative measurements. The functions of each goverments are strengthening the macroscopic instruction and perfect every supporting measures; the enterprises must improve themselves and enhancing core competences.
