With the development of financial system reform in China, especially Under the background of the reform, the banking supervision and managing strictly restraint in Chinese Banking industry, the financial profession gradually opening, and the trade competition intense day by day, China Commercial banks are facing the new rules and the challenges. Meanwhile, along with the trend of strong alliance in the banking industry, there is great demand for competent employs. All these require the change or reform of human resource management system, especially the performance management system. So seeking and exploring a set under new capital sufficient supervising and managing, scientific, reasonable achievements inspection system has the extremely realistic significance.By the end of 2006 with the full opening Chinese financial industry to foreign investment, Chinese commercial banks face a quick increase in competition. Meanwhile the RMB business opening to foreign banks made Chinese domestic commercial banks reflect the competitive advantage. And the quality of assets of Chinese commercial banks, especially the level of non-performing loans, is worse than the international advanced commercial banks. In such circumstances, it is necessary for Chinese commercial banks to improve their own performance management level, and to raise their own competitiveness, This kind of study has not only theoretical value but also practical value for the present and future development of Chinese commercial banks.This article analyses the current situation and characteristic of the China Commercial bank, takes the research case by Guangdong development bank, analyses the current inspection system not suit impelling the bank development, absorbs overseas advanced commercial bank's management idea and the achievements inspection system, and finally deduces the achievements inspection system which suits the current china commercial bank.The full text divides five parts: First part, basic theories on performance evaluation system of commercial bank.
