Collective Assets Administration Problem In New Rural Construction Of Yan Cheng City Process Studies

The key issue is developing the rural economy in the building of new socialist countryside, rural economic development and growth is an important economic base and material guarantee of new countryside construction. As an important component and specific forms of implementation of the rural economy, rural collective property has important practical significance. Driven by strong development of urbanization and industrialization.The rural collective economy of Yancheng city has been continuously strengthened, the management of that is also out of a new road, and accumulated some experience. The main purpose of this article is investigating and summarizing the general and typical questions which exist in collective property management of Yancheng city's building new countryside:firstly, unclearness of collective property right and loss of asserts; secondly, poor assessment management of collective assets and gains and losses of assets; thirdly, lack of standardization in financial management; fourthly, ineffectiveness of supervision in rural collective asserts.Besides, the author analyses the reasons of problems and proposes appropriate countermeasures:firstly, establishing a new model of collective assets management of "Deepening the reform of property right system to adapt to the market mechanism," secondly, strengthening assets valuation to ensure the correctness of the collective assets assessment; thirdly, promoting financial disclosure and improving transparency in the collective assets management; fourthly, enhancing management and making an inventory of non-performing; fifthly, improving system and mechanism to raise the level of supervision of collective assets. Only governments at all levels draw attention and correctly handle the relationship among "management and development, management and stability, management and reform", be realistic and take effective measures, and take efforts to overcome the focus on development but lightness on management, continuously strengthen management means and measures can we effectively prevent the loss of collective assets, implement maintaining and increasing value of collective asserts, increase incomes of the peasants, develop rural economic cooperation organization and promote t the socialist new rural construction...
