Auditing bodies are supervising organization, a strong team safeguarding national economic benefits and people's rights from illegal violation. China has been paying sufficient attention to auditing team building, it is of vital important for the auditing bodies to build a "strong-minded, perfect professional quality and trustful" team. As a result, it is always a key subject for office building and management to work towards a reliable human resources management especial in grass-root auditing bodies. As we deepen our open policy, particularly after we entered WTO, the changing internal and external situations requires new methods and ways to explore human resources management in auditing bodies.Career plan management is an effective human resources management theory and methods, realizing win-win relations between staff and organizations. By the development, career development can be promoted, thus encouraging development of the organization and realization of its targets. Systematic and scientific career management will greatly promote the teambuilding in auditing bodies. During years of explorations and practice, China auditing organizations have successfully adopted some advanced theories and methods in their career management practice, but still some problems remain.Reasonable and systematic career management is helpful to motivate the activity and creativity of auditing staff, thus enhancing their overall quality. It also means higher efficiency for government. The paper tries to analyze the existing problems and causes and then explore effective methods for grass-root auditing bodies, enhancing the professional competence and quality and enabling auditing staff to make good performances in meeting with the risks and challenges in the new era of economic construction and globalization.
