Abstract/Summary:
Since 1986, China began to explore the work of rural social endowment insurance, which has achieved some results. However, after 1998, due to various reasons, most of the country's pension insurance came to a standstill. At present, China's population has entered the aging period, the elderly support has become one of China's major social problems. In particular, continued implementation of family planning, and smaller of family size, the traditional family support has already appeared to be inadequate. Therefore, re-establishing an appropriate rural pension system is imperative. From 2003, parts of the country began to explore the establishment of new rural pension system, and tried to solve the problem of rural old-age pension by the system. After the implementation of the system, the mode of "individual contributions and collective benefits, government subsidies," has effectively enhanced the enthusiasm of the farmers. But the system is still in the pilot and extension phases, the actual number of participants is still limited. As the main body of the insurance, farmers' attitude to the system is related to the effects of the rural pension. Despite researches from different perspectives have analysed farmers'wish to engage in pension system, the main concern is the political factors, personal or family characteristics'impact. There're fewer studies on farmers'wish from a comprehensive consideration. Therefore, from the farmer's point of view, analysing the impact factors on farmer-participation in new type of Rural Pension is significant.Jiangsu Province is an area that initially to implement the new rural pension and southern area began to explore new rural pension from 2003. The system in these areas has been basically matured and the proportion of the insured reaches a certain size at present. Some middle-developed regions in the province have gradually begun to carry out the new policy since 2007, and the policy in these areas is currently at the promotion stages. Therefore, investigating on the new pension policy of the second batch of the area and analysing the impact factors on farmers'choosing from their point of view, can provide more help to other region. Furthermore, it is effective for the implementation of the system in the next phase. As status of participants in survey region's represent a high, medium, low proportion area of the insured, by studying the new rural pension in Jiangsu Province, the conclusion has some universal significance. On the basis of the background of old-age insurance system in Jiangsu, this paper survey the new insurance status in Pukou Nanjing, Haian Nantong, Taizhou three areas, and have conducted a statistical description. The results show that there are certain differences about new rural pension system around areas, and nearly half of the farmers participated in pension insurance in survey areas. Furthermore, junior secondary and below, doing pure agricultural work, middle-aged population constitutes the main body of the must-participate people.In order to investigate the impact factors on farmer-participation in new type of rural Pension, the paper use binary Logit model to do some regression analysis. The results show that regional characteristics has a very important influence in farmers'choosing, and residents in Pukou prefer to participate in the new rural pension. Individual age, gender, education level and other characteristics have a significant effect on farmers'choice of rural pension. In short, compared with younger people, older rural residents are more inclined to choose the new rural old-age insurance; Men are more likely to join the system; And the higher the educational level, the stronger sense of self-security, the possibility of participation is greater. The results also show that per capita income, and per capita land area have a significant impact on farmers'selection. The more land area, the higher per capita income, the more likely to participate in the new rural pension. In addition, large household expenditures are constraint conditions in farmers selection of rural old-age insurance.Finally, based on the above findings, combined with the actual situation in the region, the paper put forward the corresponding recommendations.
