Tea, the national drink in China, plays an important role in promoting health, optimizing the ecological environment and developing agricultural economy. Wenzhou, located in the southeastern coast of Zhejiang province, is one of the major producing areas of Zhejiang green tea. Wenzhou tea, an agricultural product and special industry of traditional characteristics and also the key development area of effectiveness in agriculture in Wenzhou, is listed as one of the ten leading industries in Wenzhou city. In recent years, tea industry in Wenzhou, adhering to the development policy of "good tea varieties, well-known tea, famous brand and economic benefit", adjusts and optimizes the structure of the tea industry according to local conditions and takes advantage of two resources of specially early tea varieties and warm climate, to develop superb tea brands with local characteristics. A series of famous tea brands have become the main subject of tea industry in Wenzhou. Wenzhou tea provides the industrial platform for the development of farmers' income and improvement of agricultural efficiency, thus economic benefit can be obviously increased.Wenzhou tea industry has unique advantages, such as rich extremely early-tea species, warm climate, convenient transportation and a long-history tea culture, which create a good foundation for the development of tea industry. However, in recent years Wenzhou tea industry has met with some problems, including single tea species, uneven tea quality, excessive and mess brands, low reputation of major brands and limited processing abilities, failing to hold a significant position in tea industry in Zhejiang province. Through the on-site investigation of tea industry in Wenzhou, the main problems of tea industry are performed as the lack of regional influence of the brands, the lack of reasonable tea product structure, the lack of standardization of tea base construction and lack of marketing competitiveness. These problems restrict the sustainable development of Wenzhou tea industry and affect the production and output of tea for farmers. The development of Wenzhou tea industry has met with bottleneck problems and is faced with serious challenges, calling for immediate restructuring development. The implementation of industrial restructuring and development is an effective initiative for tea industry in Wenzhou.In terms of the current situation and main problems of tea industry in Wenzhou, this paper proposes that restructuring is the key to the sustainable and healthy development of tea industry in Wenzhou. Firstly, the tea industry here should optimize the layout adjustment of tea gardens and pick out the tea varieties with high quality according to the development orientation of restructuring. Secondly, the tea industry should enhance the brand influence with the core of creating superb regional brands. Thirdly, the tea industry must create highly eco-efficient and standardized tea base to ensure high-quality tea. Fourthly, the tea industry must grasp the opportunity of standardizing market development to improve the market system and to establish a strong tea city.This paper is of great significance to point out the existing problems of tea industry in Wenzhou and propose practical advice and measures of industrial restructuring so as to promote healthy development of tea industry in the future on the basis of the on-site investigation of tea industry in Wenzhou. Meanwhile, the study of this paper is of positive and practical significance to the industrial restructuring and development of tea industry in Wenzhou City, and it also can provide certain reference for the development of tea industry in other areas and the development of other agricultural industries in Wenzhou.
