Abstract/Summary:
After the Sixteenth Congress of Chinese Communist Party, Jiangsu Provincial Committee proposed development of the two first goals in Jiangsu. Namely, takes the lead to the overall well-off society and take the lead in accomplishing modernization.Suqian as a traditional agricultural city, whether can achieve the two first goals overall situation. Suqian to achieve the two first goals, we must speed up the rural labor force from pure agriculture to non-agricultural industries and cities. The training of the rural labor force is undoubtedly an important means to improve the quality of rural labor force transfer. In this paper, Transfer of rural labor force in Suqian is divided into six parts, training research and exploration.The first part is an introduction. Under the background of Jiangsu Provincial Committee proposed development of the two first goals and Suqian in the history of the earl) stages of industrialization, it described the importance of training for rural labor force transfer, particular importance for the development of Suqian.The second part is sorting out relevant research at domestic and abroad to guide further research this article. Studies abroad are summarized in three aspects, including labor transfer models, human capital theory and the perspective of public goods. Domestic research are summarized in three aspects, including training of rural labor force status and reasons for slow development, labor force training mode selection and measures to enhance the training of rural labor transfer.The third part is Suqian development survey, the transfer of rural labor force training and evaluation during the Eleventh Five-Year. First, elaborate the general situation in Suqian; secondly, discussing six measures taken to the rural labor force training in Suqian, including support policies, conduct multi-channel, multi-level vocational skills training, innovative "three single quadruple" training mode, training highlight the "three combinations", expand the technical school enrollment, continue to enhance the management of fixed-point training institutions, greater efforts in training funds and employment services has been improved.The fourth part is the typical survey on the training of rural labor transfer in Suqian. This paper makes Suqian Huaihai Technicians College and Three Trees Township as a typical village to investigate, and launched a survey about the role of training in the employment to rural labor force has been transferred, and held discussions with entrepreneurs. First, analysis showed that the training of institution has contributed to the labor force transfer, but also training can not meet the business needs in some situation. Second, the training corporations between township and training school to the rural labor force had achieved good results, but there is also some problems, for example lack of training inputs and training lagged. Third, the survey found that there is the high cost of rural labor force training:the effect is lower and other problems. Finally, through talks with entrepreneur, found some problems as low proportion of rural workers had been trained and the training in enterprise relatively simple.The fifth part is put forward Suqian rural labor transfer the problems existing in the training process, and puts forward the countermeasure pertinence. The training to rural labor force transfer in Suqian there are following main six aspects problems, including imperfect system of government regulation, training institutions and training system to be optimized, lack of continuing education, lack of training teacher, contradiction between demand and supply to the training and the training resources decentralized. In view of the above questions, proposes the solution of Suqian rural labor transfer training countermeasures. We can adapt six aspects measures to solve the problems of training to rural labor force transfer in Suqian, including strengthen government regulation, optimize training system, enhance continuing education, formats training teachers, balancing demand and supply of training and strengthen the integration of training resources.
