Human become company's precious resource and accept the survival and development of enterprises, Human resources development decide the progress of enterprises. Companies need to establish an effective and feasible performance management system to ensure that the performance of individual employees consistent with the overall performance, in addition, China continues to perfect the market economic system and establish modern enterprise system. Enterprises should develop policy and methods to keep people and establish effective performance management system. Only in this way, the enterprises can speed up the overall performance and achieve lasting competitiveness.In order to meet the needs of CNPC's Service system on mining reform and development, adapt to CNPC's general requirements on the construction of an integrated international energy company. Jilin Oilfield Company is achieving "681" Development Goals and constructing of safe and harmonious large oil fields, to meet the growing demand of workers and make itself develop healthily. Improving the quality of the operation of mining operations, service levels and support capability is important.With its actual mining services, It is necessary to improve the current performance management system, so the company can adapt to the current business environment quickly and improve staff motivation and ability. To achieve the strategic objectives of the organization, this paper designed a performance appraisal system based on Balanced Scorecard.According to the characteristics of mining services division, this paper established a strategy-based performance appraisal system to clear target of the assessment. So strategic objectives will be combined with the performance appraisal, at the same time ,strategy broken down into specific operational goals and personal goals unified with organizational strategy. Studying on the Balanced Scorecard-based performance appraisal system can guarantee the implementation of organizational strategy and provide methods to guide the operation of performance appraisal system for the enterprise.First, the article on the mining services division to analyze the situation summarized,First, the article summarizes the current status of Mining Services Division,then it introduced briefly on the Mining Services Department's overall conditions, organizational structure and management system. On this basis, according to the goals for performance appraisal, this paper designed performance appraisal program, including the selection of indicators and the determination of the weight, determinating assessment process, the communication cycle and performance of the implementation process. Suggestions and key tasks put forward.The purpose of this article is to combine the traditional performance appraisal with organizational strategy, and improve the performance appraisal index structure. Design of performance appraisal on a strategic level, strategy will be broken down into the organization's objectives and tasks can be performed, only in the way can it make the performance appraisal system Comprehensive and scientific, and promote the mining services division's development and management level.
