| ZJ Engineering Survey and Design Institute (here in after referred as ZJ Survey Institute) is an old state-owned company providing services of survey, design and construction engineering in Chengdu. ZJ Survey Institute aims to become a first class engineering company in Sichuan and then be well-known nationwide by seizing opportunities and meeting challenges through three years'efforts.For many reasons, ZJ Survey is not as powerful as it could be, for the lack of professional talents. How to break through the bottleneck of talents is an urgent and long-standing work focus. ZJ Survey needs to accelerate the implementation of "professional thriving enterprise" strategy, optimize the organization, training, impetus and development of human resources, and stimulate creativity of professional, so that it could achieve accelerated development.In this research, I strive to find the problems and shortcomings in human resources management of ZJ Survey, carefully analyze the causes of the problem with corresponding strategies and countermeasures for improvement to support ZJ Survey in employee recruiting, training and retaining the talents, and creating unique competitive advantage. I expect my research could play a prominent role in providing strong support for rapid and healthy development of the company. The main contents of research are as below:1. Expound the importance, necessity and feasibility of improvement of human resource management for ZJ Survey.2. Search solutions to the problems of human resources management.3. Analyze all aspects of the reasons of the human resources management problems for ZJ Survey.4. Provide practicable improvement proposals to perfect human resources management.The main points and innovations in the dissertation:1. There is no best and perfect human resources management system, but only the most suitable and most practical one.2. There is no once and for all human resources management system, and only the one is a suitable and excellent human resources management system that can provide a strong support for the current development of the enterprise.3. The design of human resources management system shall be based on the clear cognitions of the company's advantages and disadvantages, comprehensive understanding of existing problems, the correct analysis of the problems and good ability to control targeted measures.4. Human resources management reflects the direct attitude of the president in "human resources "and the business goals or visions of planning, it only can be implemented from top to bottom.5. When the defined human resources management system comes into practice, the most important factor is not the efficiency of HR, but the execution and control capabilities of middle management level.Through my research, there are some realistic improved measures in the thesis. The ideas are based on the direct purpose for real solutions to problems, rather than theoretical discussion. Because of my limited time and knowledge, you may find some ineluctable defects in my papers. So any criticism from readers is welcome. |
