The using of VIKOR is constrainted by two conditions, which are acceptable advantage threshold condition and acceptant decision-making reliability condition. As a result of the two conditions constrainted, VIKOR can not guarantee any group of evaluation objects full ranking. So it can not achieve distinguish evaluation objects exactly. Full ranking model solves full ranking problem for any group of evaluation objects. So it can use full ranking model can achieve to evaluate or make decision exactly, that is for hybrid multi-attribute decision-making problem of social and economic fields, therefore the research of multi-attribute decision-making problem has important realistic significance in social and economic fields.VIKOR is a kind of compromise decision-making methods. At present, the research of VIKOR is not perfect, decision-making of VIKOR needs to be discuss in-depth. This dissertation discusses hybrid multi-attribute decision-making method Based on VIKOR. It analyzes full ranking model though known weights and unknown weights. And also full ranking model uses grey relational analysis to achieve evaluation objects full ranking through calculating grey relevancy. The grey relevancy is much bigger, the ranking is much closer to the optimal. Full ranking model can achieve full ranking of evaluation objects, and also it solves full ranking problem for any group of evaluation objects. Full ranking model not only puts forward ideas and process to solve problem, but also it can provide operable tools for distinguishing evaluation objects exactly. It enlarges evaluation or decision range. Finally, this dissertation uses full ranking model in pay satisfaction evaluation research. Through the construction of full ranking model and the research of pay satisfaction, full ranking model provides an evaluation method for improving employees' pay satisfaction, incentives employees effectively and improves the enterprise management.
