Study On The Localauthority Behavior About Public Demolition In The Joint Of Urban And Rural

Urban fringe is the urban and rural areas of the intersection, with the urbanization process moves forward, the region's demolition comes to be the focus of local government content. In this paper, a comprehensive review of existing research on domestic and international basis, with the actual case of demolition of the local government's behavior in the public interest.The article pointed out that public welfare demolition should be evicted in order to safeguard the interests of the premised, to create a fair and reasonable social order as the goal. But whether the process or the existing protecting system of demolition, public welfare often becomes a label, or an excuse. The case of the empirical analysis also verified this.In the actual process of demolition, the local government had to face the outstanding problems that some housing procedures are not complete, the compensation is too high. Compensation standard is not clear, synergy between government departments is not enough, the free use discretion, to bring the demolition of public welfare more difficult. From the mechanism and induced factors, these issues are from the missing current system and the imperfect, the concept of fuzzy urban demolition, vacant oversight mechanisms, expansion of the Government's interest, penalties and other costs and risks.Finally, the article from three levels as the system, concept, and implementation propose the measures to further improve the local government public service of the demolition.
