With the request for time management in EMS field and companies as background, this thesis is aimed to improve the main tools for monitoring applied for time management, and to enhance the efficiency of time management to better control program progress by setting up new monitoring tools models and methods, and to ensure the program will be accomplished successfully.This thesis is to introduce the concept and features of program management and time management in detail first, then, analyze and summarize the theory of EVM (earned value management), relevant parameters and calculating method, and also come to conclude the theory of control chart in quality management, relevant parameters and the judgment standard of control chart trend, which is served as theory foundation for analyzing the article.Later, some examples are quoted to disclose that neglect of critical path is likely to incur wrong judgment of EVM, and the concept of EVM based on critical path is put forward, moreover, the calculating and judgment method of EVM for relevant critical path and non-critical path is analyzed here. Meanwhile, the model of control chart based on critical path is set up by combining with control chart, critical path and time management, and different parameters standards for critical path and non-critical path are formulated. As well, the judgment standard of control chart suitable for this model is established. In order to detect hidden system risk factor and reduce the risk of program progress, the model is optimized, and the idea that control chart for different sorts of program activities should be inspected is proposed.Eventually, the effectiveness of program time management based on control chart of critical path is proved through solid evidence, and solution for abnormal condition aroused when applying time management in the monitoring is raised as well.
