In 2008, a joint announcement published from National Development and Reform Commission, Ministry of Industry and Information Technology and Ministry of Finance declared the reorganization of the states owned telecommunication companies. China Tie Tong has been merged by China Mobile, China Netcom has been merged by China Unicom, the basis telecommunication network of China Satcom and CDMA Network of China Unicom has been merged by China Telecom. After this reorganization has been completed, the new big three started the new era of full competition on telecommunication business. WHDX is one of the daughter companies of China Telecom which has been established for the Wuhan local business. According to the development strategy of China Telecom Group, WHDX has taken the responsibility of CDMA market development in Wuhan, and after 2 years since the business started, the CDMA business is still struggling for its survival.Therefore, facing the arising of 3G market and the new opportunities, WHDX has to review and analysis its current strategy, and to develop and implement the new strategy according to the internal and external situation about the market for the CDMA market business. Based on the above mentioned purpose and for the scientific analysis, this thesis has adopted several analysis methods, such as PEST, Five Forces Model, Factor Evaluation Matrix, Core Competence Analysis Model, SWOT Matrix. These methods were used to study the external environment and internal resources of WHDX, and has made a fully analysis for the optional strategies and the relevant risks. After that, this thesis has made the proposal and suggestions for the implementation of the new strategy.After the analysis, this thesis made following conclusion: for the current market, if we want to develop the CDMA network business, the business development strategy of WHDX should be positioned at Growth Strategy, and use the differentiation strategy as the major method, and with the assistance of target focus strategy as the competition strategy, to offer the different products and services to compete with the other competitors in the focused market like information demand, and to develop the market share gradually, and eventually reach the target of market development.
