A Study On Total Budgeting Management Application In Chinese Enterprises

As a management accountant, I well know the importance of financial management. Total budget management is one of the most effective management methods for enterprises and it can make all the key problems into a system. For the modern Chinese enterprises, it is imperative to apply total budget management.For total budget management, western industrial developed countries started much earlier on research and application. They have a perfect theory system and rich cases for references. We should learn from them on their application of total budget management's systematic, scientific, practical and other aspects. For the research and application on total budget management, Chinese enterprises started relatively late and there're some shortages need to be improved. This paper elaborates the total budget management of Chinese enterprises in application of the deficiencies and reason. By collecting literature and combining with my own work experience, I made the comparison and analysis between the overseas and domestic enterprises and raise the corrective actions. Through the application and improvement on actual case for total budget management, proved the importance and validity for enterprises.The full article is constitute by four parts, the first chapter explains the background, significance and research actuality; the second chapter explains the basic concept, organization system and main content of total budget management; The third chapter introduces the current situation and shortage of Chinese enterprises on applying the total budget management, and put forward the improving measures. The fourth chapter, through the CNS Co. Ltd. as a case, detailed explains the differences between before and after the total budget management is applied. We also can see - financial department as a support department, how to use the correct financial management method to provide effective service and daily management for the related departments. At the same time, also hope that the idea of financial management can go into each employee's mind deep and form a kind of financial management culture.
