| With the rapid development of China's economy, it becomes an urgent task for China National Petroleum Corporation (CNPC) to safeguard the country's energy security supply, optimize the current energy supply structure and improve the present energy productivity and support capability. In recent years, there are more and more mega petrochemical projects in CNPC. CNPC need to response to the difficulty of schedule and cost control and the unprecedented challenges of project management. How to optimize scope management methods of mega petrochemical project for the owner in the pre-project which is affected by many factors has been an important issue.. Project scope management is the key to the project success in pre-project phase, particularly for mega petrochemical project. It's necessary to identify the work scope list and the work breakdown structure (WBS) of mega petrochemical in pre-project phase to guard the project success.The foreign and domestic research on problems of project management of mega petrochemical in pre-project phase and industry project scope management were reviewed. Then the shortcomings of CNPC current project management system and methods in current definition phase were identified. The project management of CNPC Guangxi Petrochemical 10,000 thousand tons/a refinery project and Sichuan Petrochemical 10,000 thousand tons/a refinery& 800 thousand tons/a ethylene project in pre-project phase were taken as case study. The effect of the factors and relevant work ignorance in definition phase to mega petrochemical project goals was analyzed through the project scope management study. The importance of the scope list and the factors of CNPC large-scale petrochemical projects in pre-project phase were prioritized through the interviews with senior project managers of the domestic high rank petrochemical engineering companies. In the end, based on the process status of the Jinxi petro refinery project, industry experts make integrity evaluation of the advanced scope definition list and the work breakdown structure from the perspective of enterprise.This research intends to expand the project management knowledge in the definition phase of large-scale petrochemical project of our country to provide reference for relevant departments to formulate management handbooks and procedures documents. The results can provide both theory and practice advice for people engaged in relevant work to avoid scope identification failures. |
