China's main task on economic construction and reform is to achieve industrialization. We must take a new road of industrialization, with scientific and technological contents, good economic returns, low resources consumption, less environmental pollution and human resource advantages fully taken. Its most notable feature is the information. Economic and social infrastructure across the country varies widely. As a result, we should explore different models of new industrialization.In this paper based on a system analysis on new type of industrialization of regional development patterns and influencing factors, an empirical analysis is developed, which is: cross-sectional data analysis of the region represents new industrial development level; time series data analysis represents the output elasticity of factors and different patterns are summarized.The results show that in 2008 there are large differences among the level of industrialization of new regions. The highest level of development appears in Beijing, Shanghai, Tianjin and Guangdong provinces. The number of regions in intermediate level is only 7. The remaining 20 regions are significantly behind the developed regions.Meanwhile, in four typical regions, the resource-rich region of Inner Mongolia Autonomous Region, reflects a new-type industrialization, resource utilization patterns; the representative of the economically developed areas, Shanghai, reflects technological advances and information technology to stimulate industrialization development model; the representative of developing area in central, Henan province, reflecting the pattern of industrial restructuring; the representative of less developed areas, Gansu Province, reflects the transformation of industrial structure and resource utilization patterns.As a result, policy recommendations are as follows. The first one is improving the investment structure and efficiency, based on the continued expansion of investment; the second one is clarifying natural capital's property rights and improving resource productivity; the third one is deepening reform and vigorously promoting economic restructuring.
