In this day and age, more competition among enterprises is reflected in the level of core competencies. Companies only have a core competitiveness in order to remain invincible in the competition. Earlier this year the company in Jiangsu and Zhejiang closures illustrates the core competence is a core element of survival and development. Important to cultivate the core competitiveness is technological innovation, through technical innovation, and form their own core competencies, in order to ensure that the company in a good position in the competition. But technological innovation is a complex systematic project, there is a considerable risk. How do exist in the process of technological innovation to manage risk, improve the success rate of technological innovation has been the subject of business focus. SME technology innovation for the enterprise based on the book, is an important force in technological innovation, however, due to its inherent deficiencies, such as small-scale enterprise itself, not sufficient funds and other features, so that technological innovation is full of great risk.The paper aims at analyzing the risks in the innovation processes at the early stage of high-tech SEMs with systematic and on-the-ground assessments. The paper integrated real business cases to evaluate and demonstrate risks and proposed recommendations to control both internal and external risks. This paper includes the following: First of all, an overview is given on the risk assessment of technological innovation both inside and outside of China. A growth cycle of small medium business and the nature of its innovation is analyzed. Secondly, the paper discusses technological innovation risks of small medium businesses in their early growth stage, with a focus on identification of potential risks. Then the paper goes on to analyze a case study of a small medium business PLH which faced a variety of risks during its technological innovation effort and provided recommendations on managing and controlling these risks. Finally, the paper summarized methods to control both internal and external risk in technological innovation at small medium businesses with the goal of improving the chance of their success in launching innovative and successful products in the market.
