Performance management is a continuous optimization process. Ling Feng telecommunications company integrated use of in the balanced scorecard, key performance indicators (Key Performance Indicator, KPI) and other methods on the basis of performance appraisal, how to adjust according to changing internal and external environment optimized performance appraisal methods, which the management level and enhance their own economic efficiency has important practical significance.First, the article analysis the status and the performance evaluation of existing problems in Ling Feng telecommunications company, in particular analysis of the "decentralized", "centralized" financial management on the impact of performance appraisal. Then, from the analysis of corporate culture and employee satisfaction surveys to start, put forward based on the enterprise harmony (Based on Enterprise Harmony, BEH) the idea of performance appraisal system and framework. The "people first", "precious" and 2 large core elements as a guide, around the "their sense of belonging", "employee loyalty" and "corporate image" 3 large level, drawing on KPI approach is more feasible to design assessment BEH indicators, operational procedures and implementation details. BEH evaluation system has a set of quantitative indicators body measurement and management practices, benefit managers at all levels to mobilize the enthusiasm, initiative and creativity. Finally, to effective implement this BEH evaluation system, the article issues the advices about how to implement and improving this system from the expectations from the pay, training and career planning, benefits administration, communication mechanisms and aspects of corporate image evaluation system, etc.
