This research firstly describes the concept and theory of decision-making and voting. It portrays the basic elements, traditional classification and development of decision-making theory. Then, it presents the rational-decision-making-model and three kinds of behavior-based-decision-making-model, from Rationalism to behaviorism. On voting theory, it mainly presents three common systems, namely, Majoritarian Systems, Proportional Representation and Mixed Systems. After that, it researches the meaning and development of Rationality, and compares the theories between bounded-rationality and complete rationality both in Philosophy and Economics.The most important part is the analysis of Voting Decision-Making Based on Bounded-Rationality. It consists of three parts: firstly, it is the degree of bounded rationality, which regulates the voting behavior. Secondly, it is the cost of decision-making, including intelligence cost and times consume, which couldn`t be cleared but reduced. Intelligence cost depends on natural genius, experience, education and etc. The processes of decision-making leads to times consume. Thirdly, it is the behavior bias of decision-making subject, including individualism and collective behavior bias. The former bias consists of the probability related to bounded maximum, the reference point and mental error of the individual. The later consists of the effect of herd behavior and extremity of decision risk.
