A construction project involves a great number of unities, such as client, investigator, designer , constructor , supe rvisor, m aterial and equipm ent supplier , construction consular, and government, to undertake various kinds of works and tasks. The works include engineering geology survey and topography , building and structural design, process design, constr uction, equipm ent, s upervision, m aterial supply, project owner's management, supervision and surveillance by the government department. Defined by the dif ferent char acteristic, ta sk, inter est, the proje ct management represents every participant pa rty's concern. A s a ge neral integrator of the construction, the projec t ow ner assem bles the re source of HR, m aterial, knowledge as a whole. In the m ean tim e, the project owner is also the general organizer during the construction. T herefore, with respect to the construction project, the owner is the core of construction management.Both from the theoretical and practical perspective, the thesis conduct a survey of owner's m anagement to the cost, c onstruction progress and quality of the construction. At the beginning, the thesis in troduces the definition and characteristic of the project owner's management. And project owner's cost management, progress management; quality m anagement and rela ted and ef fective m easures is als o embodied in. The thesis introduces the practic al experience as a project owner in the personally-experienced projects'management of cost, progress and quality.
