Research On Sustainable Development Strategy Of Coal Industry In Guizhou Province

Guizhou attracted the attention of outside world for its abundant coal resources and its huge coal output in last decades. Guizhou coal industry experienced rapid development during the 11th Five Year Plan, a period of economic conversion, a period of development opportunity as well as a period of abrupt contradiction. Recently Guizhou Province focuses on implementation of both strategies on industrilized province and urbanization, promoting reconciliation between development and population growth, resources, environment. In accordance with the strategies, in the period of 12th Five Year Plan, how to scientifically position the Guizhou coal industry, to lay an adequate development strategy and policy for the industry, to encourage sustainable development for coal industry have been discussed in the thesis.The thesis attempted to study the sustainable development strategy of coal industry, based on the theories of sustainable development, public policy, industry policy and ecomony. First of all, it viewed the peculiarity of coal industry and the confinement of coal industry policy. Then it analyzed the coal industry policy of main western coal mining countries, such as USA and Australia, and made relevant comparision with ours. Next it witnessed present phenomenon of Guizhou coal industry and pointed out the factors that confined the development of Guizhou coal industry. It concluded that coal industry policy shall be considered as national energy general policy and shall be scientifically analyzed as policy environment. And coal industry shall be supported and protected by the basic national industry policy which is directional, predictable, tangible and coherent. Finally it stated that Guizhou coal industry will vigorously develop through enforcement of planning management, resource exploration, rectification and closure of shabby small coal mines.
