In resource-constrained environment, knowledge innovation is the foundation and motivation for the independent innovation and enhancing the core competitiveness. Industry-university-research knowledge innovation alliance is not only the efficient way for the enterprise to use the universities and institutes'innovation resource and reduce the cost of innovation, but also the way to obtain financial support to the universities, and is the best way for governments to actively support the alliances. However, due to the revolutionary nature in innovation of knowledge and the complexity of alliance factors, it determine the higher risk in the course, so the associated risk assessment and control issues become an important topic of theoretical research.The course of formation in Industry-university-research knowledge innovation alliance as an entry point, with the literature method, research method, inductive analysis and other methods, the momentum to promote the generation of the alliance is discussed and the alliances'type is also analyzed from the perspective of the alliance's body. The pursuit of interests is the interior power for the generation of the alliance, and the driver of the market and government is outward force. The risk causes of the alliance is analyzed from the perspective of knowledge innovation, which conclude that the lack of knowledge sharing, the knowledge leakage, and the lack of knowledge transformation and upgrading are the sources of risk arising; manage risk and interest risk are the interior risk, market risk and technical risk are the outward risk.On the basis of drawing the results of previous studies, field surveys, questionnaires, expert interviews are used to conduct extensive research, evaluation indexes are set in accordance with the principles and methods for evaluation index. According to the risk characteristics of the study, BP neural network is selected as a risk assessment method via theoretical analysis, using MATLAB software for survey data processing, the risk assessment model is primarily generated. The model is proved by using evidence demonstration. The results of empirical analysis are analyzed, and the risk control is also analyzed and studied.
