Land is an important material basis of the human survival and development. it is also non-renewable and limited resources and precious wealth.there has much less serious shortage of land reserve resources in China, while the waste of land resources and unreasonable use exacerbated the contradiction between people and land. optimize the structure and layout of urban-rural land use can bring many benefits. it not only can effectively curb the disorderly expansion of urban by urbanization, so that distribution of urban is becoming more rational, urban-rural co-ordinate have been come true and promote the coordinated and balance development of urban-rural, and it can give full play to the function of the land, make economical and intensive use of Land resources and overall efficiency of land increased rapidly. this passage make tongdao country of Hunan Province to be the object of study, it study structure and layout of rural-urban construction land use about tongdao country in 2008-2020.The study purpose is to provide scientific advice about rapid development of togndao county,which want to be economic society.The conclusions of this paper are as follows:(1)Introduces the basic situation about tongdao country and analyzes its problems about structure and layout of urban construction land.(2)Analysis of counties urban and rural construction land channel the driving force in Tongdao. Correlation analysis with SPSS, has been associated with the largest urban construction land of the three factors. Urbanization, population, and tertiary industry. And accordingly multiple regression model was constructed.(3) Prediction method using multiple regression models and forecasting department of urban and rural areas of the Miao and Dong separately measured the scale of construction land. The result demonstrated that till 2020 the Urban construction land in Tongdao. are 2400.93 hm2. Land towns are 842.92 hm2,Rural Residential are 1322.36 hm2 Independent mining land are 227.51 hm2(4) The optimization program of structure and layout of urban construction land, to take Point-axis mode of development which adopt "an axis of a main two areas", it proposes point to shaft and the shaft to face, its purpose is to promote system of regional towns and development of rural integration. proposed specific countermeasures about optimization structure and layout of urban construction land for tongdao country.
