After implementation of Tenure Reform in China in 2008, famers'forestry cooperatives has entered a new era. Governments at all levels corresponding set the program of farmers' forestry cooperatives'development into Tenure reform system, many experts and scholars' also pay close attention to supporting the development of forestry cooperatives. Judging from the characteristics of forestry, the long growth cycle of trees', the existence of rotational felling period, fire prevention, guarding against theft and insect pests in the objective need such scale of operation; Judging from experiences of forestry developed countries, forest cooperatives has become an important carrier of forestry modernization, and has provided a lot of public service instead of part of government and community's function. After Tenure Reform, Peasants as forest management subject, in just become mastery of the forest management autonomy. The farmer is inclined to dispersion management or cooperative management that all depends on the instituational demand. China's government is the main supplier, whether most services meet for farmers'demand is crucial for the development of forestry cooperatives.Using statistical, sociological theory and method makes an investigation of forestry cooperatives'needs in Huangshan area, Anhui province; SiYang County and XuYi County, Jiangsu province from farmers'angle,and based on analysis of survey data, uses the binary Logistic regression models to analyze influence factors of farmers'forestry cooperatives. Combined with the farmer cooperative behavior and related theory about the insituational demand of the forestry cooperatives,we can come to the conclusion that:First, the limited reason of farmers does not affect the equilibrium strategies. Second, the farmers are under on forestry cooperation demand. Third, the characteristics of forestry business fact and foresty maket factors commonly influence the demand of forestry cooperation of farmers.Fourth, the difficulties in the cycle of forestry management is the key factors that farmers form a forestry cooperatives. Fifth,with the fact of forestry reform,the diffierent model of foresty cooperatives can be build.Then, from the two aspects of system arrangement and system implementing, we can analyzes the current instituation of forestry cooperatives.The system arrangement refers to national guidelines limit laws,regulations and policies;system implementing refers to series of lacal laws and regulations and policy with the cases of Anhui and Jiangsu Province.Combined with normative research and empirical studies of forestry cooperatives' instituational supply, this paper summarizes the related conclusions:First, the forestry cooperative management policy system is in continuously expanded and improved. Second, the special laws of forestry cooperatives is in vain. Third, The low level of segments in internal system supply is difficult to protect the benefits of the group. Fourth, the external system supply content is principle terms in the majority, the local government system implementing operability is not strong. Fifth, the administrative enforcement and intervention scale have not explicitly provide.Finally, in the base of analyses to the differences in instituational demand and supply of the forestry cooperatives in China, we puts forward valuable suggestions. First, to improve the traditional behavior, promote the functions of the government legality. Second, in the opportunity of Tenure Reform in China in 2008, to strengthen the propaganda and guide to the cooperatives. Third, to strengthen the construction of forestry demonstration cooperatives. Fourth, to further perfect forestry cooperatives'system supply.
