| Urbanization is a natural historical process of the long human’s economic and social development.Along with the progresses of industrialization and informatization,urbanization has been experiencing sustaining evolution.China’s urbanization has been entering a new stage after a 40 years boost of the Reform and Opening.It has achieved remarkable achievements and solid foundation,but still faces many challenges and conspicuous problems.What deserve us to pay special attention to is the outstanding contradictions and crucial problems emerging from the development of urbanization,such as in the backgroud of urban-rural dual structure,the large number of agricultural population has migrated to the town,but they can’t integrate into town’s economic and social life really,thus creating a new dual structure in the cities;many places are keen on the "land-urbanization" and then ignores the "human-urbanization",the construction of which is extensive and inefficient,leading to "land urbanization" faster than "human-urbanization";the imbalance of city scale and the spatial structure far beyond the resources and environment carrying capacity,has triggered a large number of "urban disease"problems.The system is an important way to effectively interpret China’s urbanization.Systematic innovation is the key to crack the mystery of China’s new urbanization.From the special perspective of the system,the reason why China’s urbanization has been able to achieve remarkable achievements and solid foundation,the systematic innovation is undoubtedly a critical factor.At the same time,the systematic barrier is also one of roots of the profound problems and contradictions emerging from the process of urbanization.The systematic barriers,for example,the lack of new urbanization systematic innovation,lead to imbalance of the systematic supply and demand,especially that the supply and demand do not match,coordinate or balance.The contents of urbanization system and the actual development of urbanization aren’t joined with each other.there are problems in demand-side,but mainly on supply-side.Supply backward,lagging behind demane.has not formed a government-led,innovation-driven,demand-based,market and public supported,enterprises and society participated systematic framework and mechanisms to promote and ensure the healthy development of the new urbanization.Therefore,to solve the contradiction between supply and demand in the new urbanization system,we must let market play a decisive role in allocating resources and government play a better role to get rid of the systematic barriers and strengthen the systematic innovation.By improving the demand-side structure as well as reforming the supply-side,we can create a new system from the factors that hinder and delay the development of urbanization,"release new demand and create new supply",achieving systematic needs and supply enhance from low-end balance to high-end balance,effectively promote the development of the new urbanization rapidly,healthily and sustainable in the system of equilibrium and fit.In the relationship between productivity and production,economic base and superstructure,the system can be divided into economic,political,social,legal,cultural institution and so on.In view of the fact that China’s new urbanization is focus on human-urbanization,this article discusses the new urbanization system innovation closely around the core of human urbanization,putting the concept of people’s towns as the core and the main line,mainly related to systems such as household registration system,Land system,housing system,employment system,basic public service system,social security system,investment and financing system,administrative system and eco-civilization system.China’s urbanization started at the background of the planning system.the original systems,such as the household registration system,land system,housing system,employment system,social security system,investment and financing system,administrative management(social governance)system,the basic public service system,ecological civilization system,industrial system,which had the long-term planning system brand and the obvious characteristics of the land-urbanization,has once promoted the urbanization,but now they are solidifying urban and rural dual structure and the imbalance of pattern of the interest relationship,and hindering the new urbanization and urban and rural integration process.Therefore,we must adhere to put the human-urbanization as the core,to focus on promoting the new urbanization systematic innovation,to build suitable content and system for the new urbanization process.Taking advantage of above methods,we can provide a solid guarantee of system for the new urbanization road with Chinese characteristics.The first chapter:related concept and theoretical basis of the new urbanization
