The sporting goods industry is an important part of the sports industry and it is the most basic material conditions for sports activities. Since the 1980s,Chinese sporting goods industry has developed rapidly, firstly realize the industrialization progress.And its development is directly related to the other fields of the sports industry. Though Chinese sporting goods industry started late,depending on the advantages of the abundant labor resources, the government's various preferential policies and the rapid scale expansion,which experienced the market, innovational,internationaldevelopment path, achieving the remarkable achievements in the short term.From small workshop production to the group operations, from the imitated ,OEM to independent innovation,from the regional brand to internationalize brand,Chinese sporting goods industry gradually shows strong vitality in the increasingly fierce market competition.However,Chinese sporting goods industry encountered many challenges during the upgrade process, the supporting facilities are guidance policies and the programmatic policy is more than the specific ones.Moreover ,the targeted and maneuverability policies are not enough,which is difficult to reconcile the competition and cooperation of different sizes enterprises in different regions. And the polices have small effection on the realization of the industrial upgrading of the sporting goods industry.This paper systematically analysis the theory of the sporting goods industry policy, summed up the research results and thus extract the key effecting factors. Based on the research,the paper build the theoretical model of the sporting goods industry policy ,and propose the relevant hypotheses.Depending on the data from the interviews with relevant people in the government departments, university experts and business people from the sporting goods company in Quanzhou,the paper uses the SPSS statistical software to verify the model assumptions. The results show that characteristics of the sporting goods industry, the effectiveness of the policy and the sporting goods corporate behavior are the key factors to the sporting goods industrial policy. The paper proposes a number of actionable recommendations.The innovation of this paper is mainly reflected in the systematic induction, summarizes the current academic research results on the sporting goods industry.And the paper put forward the effecting factors model of the sporting goods industry, then draw the conclusion through empirical research. The shortcomings of this paper are: the small number of empirical samples; the evaluation of the efficiency of the sporting goods industry did not conducted in-depth study. Regarding of the research methodology, the future research demonstrate the correlation between independent variables through large number of samples. When it comes to the research fields, the experts can enhance the research of the development, transmission, control, monitoring and evaluation of performance of the sporting goods industry policy.
