All elements in the context, economic growth in a region depending not only on physical capital and labor inputs simple, human capital plays a decisive role as a productive factor in economic growth in the region. China is vast territory and a populous country, how to transition from a populous country to the power of human capital is the economic rise of China, one of the most urgent research to solve global relations, the most long-term and the most important issues of strategic significance. Although Jiangxi Province is a province of the central part of China, its location is very superior, and still long, the Pearl River Delta region and the southern hinterland. Jiangxi ancient name for "the head of Wu Chu Mei, Guangdong, Fujian family court", is a "victory of the area shape." However, compared to other provinces in eastern and central provinces, Jiangxi Province, has weak situation to human capital, therefore, how to build a human capital of Jiangxi province have a greater significance. We hope to know how is the human capital of Jiangxi Province specifically and what relationship the human capital of Jiangxi Province and economic development have in the end. In this paper, we could explore these issues by a combination of theoretical and empirical analysis.From the content point of view, this is divided into six parts. We can draw conclusions from the empirical that to achieve the upgrading of human capital of Jiangxi Province, we should do the following four points. First, we must build a sound education system to enhance the level of human capital of Jiangxi Province. Second, school should optimize investment structure Increase investment in secondary education and focus on the development of vocational education and adult education. Third, the government must establish a target flow of human capital and effective labor market system. Fourth, the social security system should be improved. We also should increase health concern in Jiangxi Province and so on.This article also has many shortcomings. First, Maybe this paper compared the Jiangxi Province and the central city and neglected to compare with the eastern and western. So this makes the data of paper has no power. Secondly, we hope that the selection of human capital indicators relatively good access to the data target selection method. The human resources are much rich in Jiangxi Province. But now, it is very limited for human resources into human capital. And this seriously affected the economic development of Jiangxi Province. So a series of targeted measures must be taken to change this situation.
