A Research On Establishment And Management Of The Fiber Industry Technology Innovation System In China

With the increasing globalization of the knowledge-based economy, competition among agricultural research institutions is growing increasingly intense. The beginning of the 21st century has witnessed a transformation from traditional agriculture to modern culture in China, which makes a pressing demand the establishment and refinement of a research framework in the fiber industry.Based on a survey of the current research system, this paper analysis the status of fiber industry technology innovation system, explores its existing problems and proposes the establishment of a research framework in the fiber industry. Through a thorough study of the related managerial theories and practice, a list of priorities is proposed as follows:To begin with, the research model should be renewed and research focuses adjusted. Secondly, more studies should be conducted to accelerate reforms in the research management and optimize the distribution of research resources. In accord with the requirements of agricultural modernization and the directions in the agriculture research framework reform, the reforms in the agriculture research system should be advanced and the distribution of agriculture-oriented technological resources optimized among different regions, stages and fields. Thirdly, tentative proposals will be put forward concerning the coordination of the supervision of research projects and the establishment of region-based research model. To change the current situation in which a project is often supervised by many departments, interdepartmental efforts should be coordinated to avoid redundant research, improve efficiency and enhance the prospect in which every region has its own specialized large-scale agricultural trade. Fourthly, human resources management should be promoted to improve the competitiveness in the high-tech arena. To encourage the initiative in top-class researchers, a new post-based, task-based and performance-based reward system should be introduced. Fifthly, funding channels should be diversified to support the research system in agriculture. A multi-source funding system should be established which encourages the investment from private enterprises and foreign capital while relying mainly on government funding. In the end this paper offers some managerial measures to ensure an efficient research system in the fiber industry.
