A Study Of Mode Innovation On The Education And Training Of Xiangtan Local Taxation Bureau Based On The Network Environment

Over the past decade, Xiangtan local taxation bureau has been conducting education and training of the tax civil servants, and has made gratifying achievements. Many of the tax civil servants have improved their overall ability, as a result, they further qualified the job and made a contribution to the vigorous development of the civil tax system. However, as a matter of fact, there is still a gap between the requirement of the job and the existing ability of the tax civil servants. Especially in the information age, innovating the ways and means of education and training of Xiangtan local tax system, and at the same time fully using the resource of the network to improve the effectiveness of the education and training program, finally improve the ability of the tax civil servants, has important theoretical and practical significance for Xiangtan local taxation bureau.This paper surveys the current situation of the education and training of Xiangtan local taxation bureau. Through a comprehensive analysis , we conclude that the education and training program has such features as follows: (1) the tax civil servants have too less opportunity to take part in training; there is a contradiction between exercise and learning ; the ability of the teaching staff are not good enough; the teaching content is not applicable; the training costs too much; the workload is too heavy for the person who is in charge of the organizing of the education and training program .(2) In the current training model, the trainees mainly rely on the teachers'teaching, which inhibits the autonomy and the initiative of learning and weakens the ability of thinking independently and analyzing problems; the training fails to effectively mobilize the learning enthusiasm of the participants and to stimulate their creativity.(3)Compared with the requirements of the new situation and new tasks to the executing ability of the tax civil servants, the content of the training is not suitable and cannot meet the needs of the tax civil servants to improve their overall ability. In order to avoid and to make up for the deficiencies of the way in which Xiangtan local taxation bureau carries the education and training program, to speed up the total ability of civil servants of Xiangtan local taxation bureau, and to promote effective protection for the better and faster development of Xiangtan local taxation bureau, we have to create a new mode of the education and training program. Through a comprehensive analysis, we create a new mode of education and training program. We propose to build a web-based environmental education and training mode, which includes a total of ten modules: independent study, special exercises, simulations from test, random test paper, paper created by myself, my collection, online examination, assessment statistics, the learning forum, three countries on tax. All of these above are meant to meet the education and training needs of the tax civil servants, and to maximize the effect of the training, and finally provide all tax civil servants a self-learning platform for lifelong learning based on the network environment.
