Research On The Construction Of Gold Security Engineering In Tongling

Under the nationwide unified social security trends and backgrounds, this thesis, from the perspective of management, combining with the developing level of the Gold Security Engineering of Human Resources and Social Security of the city of Tongling, probes the issues of the construction of informalization and business development concerning human resources and social security that may exist. Also, in this thesis, the issues such as how to attack the problems in the process of informalization, how to enhance the level of the construction of informalization and application management of human resources and social security are discussed. And the future development of informalization of human resources and social security information is also prospected here.Social security is an important security system and mechanism of national development. It is a policy-insurance with the State enforcement. As one of the Twelve Golds of the national e-government projects, the Gold Security Engineering is the concrete embodiment of the informalization of human resources and social security. In our country, the planning of Gold Security Engineering took up at the beginning of the Tenth Five-Year Plan, then started constructing in 2004. And the year 2005 saw its national construction boom. The key construction of the Gold Security Engineering of the city of Tongling was carried out between 2006 and 2007, and the whole system was upgraded in 2008. After 6 years of construction of the Gold Security Engineering of the city of Tongling, the first phase of construction tasks of the National Gold Security Engineering was basically completed in Tongling. Some even have surpassed the expected goal of building. These achievements have strongly protected the data-information security, regulated the handling of social security services, streamlined business processes, and improved its efficiency. The constructing and booming of the Gold Security Engineering means that the new era of social security is arriving. As far as traditional manual operation is concerned, many challenges and the impact have been brought by the informalized means as follows: convenient information, scale effect, information sharing by network in the whole province or even the whole nation, a Card of Social Security can be generic in a province and cruised nationwide. Facing the Challenges and impacts, as the direct contractor department responsible for the informalization of social security, we should analyze and focus on attacking the problems occurs in the process of developing, and improve the informalization level of construction, management and application of human resources and social security.The author, as an emplyee working in the field of social security informalization for 16 years, has witnessed the development process of social security informalization, which is from scratch, from weak to strong, from small to large, from isolation to a unification.In the first part of the thesis, the issues and backgrounds of the Gold Security Engineering of Human Resources and Social Security of the city of Tongling are introduced. In the second part, the basic situation in Tongling City and the overview of the development of social security are mentioned. In the third part, the composition of the province-unified software of Tongling City, important construction projects as well as extension of the application of the Gold Security Engineering to the county, neighborhoods, communities,villages and towns are elaborated. In the fourth part, the important roles that the Gold Security Engineering played in the development of social security informalization in Tongling, the effects of construction, and the construction as well as acceptance of the Gold Security Engineering as national model city thus objectively promoting the model and scale of the Gold Security Engineering are mainly analyzed. The fifth part is the key part of the thesis. The problems resulting from the developing and business management of the Gold Security Engineering accompanying its performances and potential problems that may exist are also discussed here. In the sixth part, through deep reflects, according to the analyses and researches above, in conjunction with personal practices, facing the present situations and issues of the social security, the author deeply analyzes the reasons for these problems and puts forward some operational advice. All these maybe have some reference value to the second phase of the construction and development of the Gold Security Engineering in the city of Tongling.
