Construction project cost management is a very important part of project management. Cost mannagement includes to aspects, determining reasonable cost and effective controling. Cost is determined primarlily by a certan method to determine the construction cost and investment cost. Cost control is to calculation, regulation and supervise the all costs, then to reveal the bias and correct it to ensure the cost goal.The entire process cost management in china is still in at the exploratoty stage, and the theory is not mature enough. So the cost management sector workers need to enrich and complement the current theory by more in-depth study in order to make more effective management guidance. From a practical application, the the present stage of the project cost management is attention to the construction stage, while the pre-evaluation stage after stage and cost management has been lax. This paper argues that cost management of project should be run through the entire construction, including the decision-making phase, design phase, bidding phase, construction phase and final phase of completion. Every aspect of construction is important and related. This requires the cost managers to do cost management standardized and systematic to meet the new requirements, privide a scientific basis for decision-making and enhancing the competitiveness of enterproses.This paper first describes the theoretical study of the entire process cost background, current research status and the problems of cost management exist. Then according to the determine and control method of entire process cost management, take the Hebei Shahe power plant as a example to make a enpirical study, and propose specific measures for cost control.
