With the reform of market economy system in China, power infrastructure construction projects investment also presents an increasing trend. The huge investment in Electric power construction projects brought a heavy burden to the state and government. Therefore, the nation put forward higher request on how to control the engineering cost and how to save the cost of electric power construction project.Electric power construction engineering bidding contract is a risk business where the risk and profit coexist. For a power infrastructure construction corporation , how to make the decision on whether to participate in power infrastructure construction project bidding, and how to strengthen the enterprise bidding competitiveness,make reasonable decision and give reasonable bid price quotation in the bidding process has become a hot issue in electric power construction industry .Analyzing from the reality of electric power construction,this paper studied the risk of bidding quotation in transformation project.Based on the introduction of bidding quotation basic theory and decision analysis in transformation project,this paper introduced BOQ mode of bid price quotation theory and project bidding quotation risk is also systematically discussed in the paper. Combining with transmission project, this paper analyzed the possible risk factors in transformation project bidding quotation , and by using the analytic hierarchy process to evaluate the risk factors in bidding quotation, this paper established a forecasting model based on the project quotation risk cost. At last,this paper studied the forecasting steps of risk cost in project bidding quotation using monte carlo simulation. Then, the software Crystal Ball is introduced into this paper to build an evaluation model of transformation projects and simulate for project decision-making.
