China's economy has obtained great achievement in the Past thirty years since the reform and open-door Policy. Meanwhile the resource consumption has become more rapidly and the environment pressure has become more serious. The problem of resources environment has already become the most outstanding bottleneck affecting development of the economy of our country.Circular economy which promotes to be in harmony with the natural nvironment is an new economic development mode in the 21st century. The goal of this kind of economic development mode is to achieve the utilization and minimize the waste discharge and maximization of resource reuse. As a micro-object in economic activities, enterprise plays an important role, which can not be replaced, in circular economy. Enterprise is the basis of the whole society developing circular economy. Developing circular economy can not be separated from enterprises while the development of in enterprises determines the result of circular economic constructions on the whole society. Enterprise efficiency is the fundamental power of enterprises development. While developing circular economy can enhance the enterprise efficiency, the initiative of enterprises to develop circular economy would improve. Therefore,the research on the development of circular economy and enterprise efficiency has important theoretical and practical significance.For years, a series of principles,policies,regulations and managerial measures of circular economy have already been put forward. However, there are still drawbacks existing in the course of Chinese economic development, existing experiences have indicated that for the development of circular economy the Central Government is enthusiastic but the root units are not,and more administrative measures than market mechanism and economic means.There is a great contrast on business behavior between under the traditional system and under the circular economy: the pursuit of business objectives is from maximizing their own profits into combining economic benefits with ecological benefits. Under the condition of circular economy,enterprises should consciously put the value of environmental resources into the system of production accounting. Circular economy is the important basis of establishing decision-making and measuring the benefit of enterprises. Under this kind of economic mode,enterprises must apply such circular economic technologies as reducing technology,reuse technology,resource techno1ogy. The improvement of environmental quality and economic efficiency of circular enterprises can be achieved at the same time.
