A decision named "State Council on deepening reform strict land management decision" was issued on October 21st 2004 by the State Council. This decision maked policy named "Encourage rural construction site preparation, to increase urban construction sites and construction sites to reduce rural linking". Since then, the policy has been studied and applied in our country.However, the work of "the increase of urban construction sites to the decrease of rural construction sites linking "is still in the phase of exploration and attempt. Experts have maked empirical research, most of which focuses on feasibility analysis, meaning, seinsfrage, working model and so on of "the increase of urban construction sites to the decrease of rural construction sites linking ".But the research on benefit evaluation especially post-benefit evaluation of project is still much to be desired. As a result, this paper makes a topic of" post-benefit evaluation of the increase of urban construction sites to the decrease of rural construction sites linking",takes BaiShiYi flowers and plant industrial park in JiuLongPo district of Chongqing for example to research post-benefit evaluation of project with the purpose of revealing the benefit of "the increase of urban construction sites to the decrease of rural construction sites linking"to provide basis for the work of itself and the conditions of similarity of object,in the hope of promoting the work of "the increase of urban construction sites to the decrease of rural construction sites linking"to develop more scientifically.The concept, intension, evaluate principle and evaluation content of "the increase of urban construction sites to the decrease of rural construction sites linking" are studied according to the intension of "the increase of urban construction sites to the decrease of rural construction sites linking",the content system of post project evaluation and the meaning of post-benefit evaluation of project.Sustainable Development Theory and System Theory are researched in the study of basic theory of "the increase of urban construction sites to the decrease of rural construction sites linking".At the same time, this paper analcites and compares research method including matchingtype, logical framework approach, success degree method and comprehensive evaluation method.According to the intension of "the increase of urban construction sites to the decrease of rural construction sites linking"and the practical situation study area, this paper establishes evaluation index comprised of economic benefits, social benefits and ecological benefits, on that basis, applies comprehensive evaluation method to evaluate the post-benefit of "the increase of urban construction sites to the decrease of rural construction sites linking" and draws such conclusions.The "the increase of urban construction sites to the decrease of rural construction sites linking" work of study area produces good economic benefits. Embody in changing the irrational state of rural construction sites with fragmentation and extensive land-use; importing city funds, leading enterprises and advanced technology,promoting industrial structure to adjust reasonably and moderatescalemanagement; stepping up infrastructure construction, bringing great convenience to production and life and improving life quality. Changing the combined revenues value of pre-implement stage with 73.22 to pos-implement stage with 83.68.It means that this project makes a comparatively satisfactory result, shown in detail such as:(1)In economic benefits respect:from pre-implement stage to pos-implement stage of "the increase of urban construction sites to the decrease of rural construction sites linking",the ercapita GDP of study area turn 0.81 million Yuan to 0.92 million Yuan; the rural per capita net income of study area turn from 5940 Yuan to 6728 Yuan;the per unit area yield raise on finite land of study area turn from 6.88 million Yuan per hectare to 7.50 million Yuan per hectare;the land use capability of study area turn from percent94.24 to percent95.20; promoting agricultural structure upgrading. The economic efficiency value turn from 71.40 to 81.54, meaning that good economic benefits produced by this project implementation.(2)In social benefits respect:from pre-implement stage to pos-implement stage of "the increase of urban construction sites to the decrease of rural construction sites linking",the agricultural labor productivity of study area turn from 1.36 million Yuan to 1.53 million Yuan;the per capita traffic land of study area turn from 5.49 square meter to 7.61 square meter; the per capita agricultural acreage of study area turn from 1.09 banbo to 1.13 banbo; the farm infrastructure construction systematic of study area turn from percent0.83 to percent1.05; improving life quality. The social efficiency value turn from 74.19 to 84.63, meaning that good social benefits produced by this project implementation.(3)In ecological benefits respect:from pre-implement stage to pos-implement stage of "the increase of urban construction sites to the decrease of rural construction sites linking",the forest acreage of study area turn from percent8.72 to percent9.17; the cultivation rate of study area turn from percent61.55 to percent61.75;the layout of village is reasonable, landscape is more beautiful and harmonious; the infrastructures such as roads, drains and so on are perfect, the handing operation of water loss and soil erosion is running smoothly. The ecological efficiency value turn from 74.22 to 85.17, meaning that good ecological benefits produced by this project implementation.
