Analyze The Method Of Operation Risk Management Of State-owned Commercial Bank From Accounting Supervisor's Perspective Of Grass-roots Organizations

Firstly, this paper takes the definition of operational risk by the Basel Committee on Banking Supervision as the main line and assorts the operation risk from the four aspects of the personnel the processes,the system and the external event. The paper analyzes the causes of operational risk from the management environment,the ability of recognition,the management tools and the information communication. And then, the paper generalizes the characteristic of operational risk. On this basis, the paper defines the meaning of operational risk management, and takes JP Morgan Chase Bank operational risk management system as an example, describes the basic methods of operational risk management. At the same time, the paper introduces the concept and the Responsibility of the Accounting Supervisor.Secondly, this paper analyzes the problem of the process of operational risk management and the causes of the problem from the Accounting Supervisor and the Appointment Organizations.Then, this paper discusses how to build the operational risk management of grass-roots organizations:the Accounting Supervisor should establish the self-assessment process of operational risk management, which that identifies classifies and assesses the operational risk on the dynamic;the Accounting Supervisor should establish the inspection process of normalized and timely;the Accounting Supervisor should improve staff's quality and compliance initiative through usability training;the Accounting Supervisor should establish a scientific evaluation system;timely transmit messages, smooth communication channels.Finally, this paper proposes some suggestions on how to improve the appointment system.
