Facing the grim situation of the quality and safety of agricultural products,many countries as the agricultural product quality safety certification to ensure quality and safety of agricultural products and reduce the cost of effective government policies and measures.China green food certification created a precedent for quality and safety certification of agricultural products,after two decades of development,the proportion of green-certified businesses are still high.The situation of food safety now made the government use several measures to macro-control,and that needed the enterprises in concert with government on each steps.However,all administrative policies can not take place of the behavior companies have,and the government cannot interference these companies' own freewill. At this background, is necessary to have research on the companieswillingness to implement green food certification. In view of this, "Research on the Willingness of the Edible agro-products Enterprises to Implement the Green Food Certification "is the researching subject of this paper. This is better to guide China's green food ceitification,and has great theory and practical significance.This paper takes Sichuan province as an example to study on the willingness of the edible agro-products enterprises to implement the green food certification.As a sample,the author chooses 111 edible agro-products enterprises of 13 cities in Sichuan to study,this paper uses the economic analysis,quantitative analysis and the combination of the questionnaire survey with the information analysis to research the willingness of the edible agro-products enterprises to implement the green food certification.The main ideas are concluded in this research:(1)This paper analyzes the factors affecting the willingness of the edible agro-products enterprises to implement the green food certification;(2)The author utilizes the investigation data to make descriptive analysis to the basic character of business,the character of business decision makers and so on,in addition,through preliminary analysis to identify the willingness of the edible agro-products enterprises to implement the green food certification and the relationship between various factors,as lay the foundation for quantitative analysis below;(3)Using quantitative analysis method to analyze factor that influence the will of enterprise to implement the green food certification.Through analysis,the paper reached the following conclusions:(1)In the context of non-mandatory certification,green food certification still has good prospects for development;(2)The production capacity of enterprise is weak and the basic conditions for certification of green food is poverty,so the work of implementation green food certification has a long way to go;(3)Managers awareness of green food certification has a significant impact on the will of enterprise to implement the green food certification,but at present managers awareness of green food certification is limited;(4)The role of government monitoring of food safety can effectively encourage enterprises to implement green food certification,but the control of agricultural products(food)quality and safety is inefficient;(5)At this stage,the supportive policies of government can not effectively encourage enterprise to implement green food certification,but it is necessary to continue to provide supportive policies;(6)The demand of market and the competition of market can effectively strengthen the will of enterprise to implement the green food certification;(7) The enterprises expection to price has significant positive impact on the will of enterprise,and the enterprises expection to risk has significant negative impact on the will of enterprise.On the base,the author provides some policy and suggestion,such as"strengthen the establishment and improvement of relevant systems about green food certification;to strengthen the management,guidev and endorsement for small businesses;to intensify propaganda to the system of green food certification;increased government regulation,improve the efficiency of government regulation;government strengthen support efforts to implement green food certification;take advantage of market environment factors,encourage enterprises to implement green food certification;to achieve competitive prices,the government should regulate the market."...
