With the rapid development of science and technology, the world economy is getting globalized and integrated; the competition among enterprises is fierce day by day. We are entering the new economic era, at this era, the possession and configuration of intelligence resources and the production and use of knowledge are means of survival, its typical characteristic is that talent is the only constant add-valued resource for the enterprises.As one of the pillar properties of our national economy, the real estate industry appeared many problems in the process of rapid development from the early 1990s. Since 2003, our government has strengthened the macro-control of the real estate industry, and made the development environment for the real estate industry get a fundamental change. Meanwhile, due to the higher industry profits, the number of real estate enterprises increases sharply, competition intensely, talent play a greater role for the real estate enterprises in obtaining competitive advantage.Therefore, this paper takes the real estate development enterprises as the research object; construct the value chain and human resource value chain through research analysis of theory about value chain and human resource value chain. Also in this paper, author takes my own work unit-Xiang Long Company as the research sample, and take its optimization of performance management system for the case study. By empirical analysis, this paper analyzes the important effect the performance management played in the process of the value creation of human resource management, reveals the performance management activities'promotion and enhancement for the other aspects of activities in human resource value chain. Therefore, this shows that every activity in human resource value chain supplements each other and links closely, and improvement of every activity can improve the whole human resource value chain even improve the value of the whole human resource management from the angle of practice. This is beneficial to the practice of other corporations.
