In our country, Recycling Economy is the guidance for current economicdevelopment, and all kinds of Eco-industrial Parks have been put into planning,construction and operation. However, how to solve the problem of SFA and SFM is adifficult issue. As the development of Eco-industrial Parks, SFA and SFM can notonly provide guidance for these parks, but also serve for its synthetical evaluation.In this paper, two sorts of substance flow research problem were solved:1) SFA. According to the characteristics of Eco-industrial Parks in our country——Parks based on Enterprises, a new dimension of SFA was proposed:transition from enterprise to e-park. Besides, a PRE-EE model was presentedto quantify the environment effect of substance flow and its use efficiency.2) SFM. From the perspective of social effect, feedback mechanism wasintroduced to modify the current Dynamic Management Model, so as toeffectively control output of substance flow.In the following case studies, detail analysis was made to CL flow in aChloro-alkali Chemical Eco-industrial Park.1) SFA of CL in transition from enterprise A to park E. Through a MaterialIntegration Solution for CL, it not only proves the effectiveness of PRE-EEmodel, but also proves the necessity and rationality of the planning andconstruction of this park. The results show that through transition of CL, itsuse efficiency has been improved and environment effect put down.2) SFM of CL in park E. As for the dynamic management of CL in park E, itnot only establish dynamic input-output matrix of CL, but also controldeviation between the output of CL and its social demand by SIMULINKdynamic simulation of MATLAB, so as to meet the need of social demand.In the end, the conclusions of case studies were summed up and feasiblesuggestion were proposed for the future development of Eco-industrial Parks.
