A Research On Relativity Between The Process Of Urbanization And The Upgrading Of Third Industry On Guangxi

Since 90s of 20th century, urbanization process of China is accelerating. As the economic development, it is an important factor that the optimization and upgrading of tertiary industry, which promote the process of urbanization. Therefore, how to adjust the internal structure of the tertiary industry, how to promote the development of tertiary industry and promote the urbanization process, have become the key issues in the regional economic strategy. And Guangxi is located in southwest of China, near Southeast Asian countries, like Vietnam, Laos and Myanmar and so on. With the China-ASEAN Free Trade Area, western development strategy and the Gulf Economic Zone Development Plan, it is provided a rare opportunity for development of Guangxi. At the same time, Guangxi will likely become one of the 21st century the most development potential and vitality of the area. Therefore, study on the process of urbanization and the third industrial upgrading in Guangxi, which can more profound understand the status of urbanization and development of tertiary industry in Guangxi, and give more practical suggestions, is of great practical significance.From Large number of existing literature, we can know:First, few the scholars who study on he relationship between Urbanization and the tertiary industry research on City or Province, and most of them study from the whole country or large regional perspective, at the same time, few take the internal structure of the tertiary industry as a research perspective; second, most scholars use method as qualitative analysis. So on the base of international and domestic individual or organization of scholars'paper, this paper analyzes the relativity between the process of urbanization and the upgrading of third industry in Guangxi, and describe the problem about the process of and the upgrading of third industrial in Guangxi, and provide ideas for how to promote coordinated development between urbanization and the third industrial upgrading.Using the proportion of urban population indicator and the proportion of the second or tertiary industry indicator, we analysis the process of urbanization in Guangxi from four factors, like the city size, population structure, industrial structure and living standards of residents. We found that:first, although the number of prefecture-level city in Guangxi is increased, the number of towns is few. And to some extent the city size is larger than, there are more than the number of small and medium cities and few large cities. In addition, the number of urban population and the level of urbanization in Guangxi increase, but there is still a certain distance compared with the national; Guangxi urbanization started late, is still in the middle and late phase of industrialization, industrialization promote urbanization development, and showed extensive development trend.The upgrading of the tertiary industry, mainly in two aspects:firstly, for a whole, the proportion of the tertiary industry in the three major industries, with economic growth, a decline trend in the proportion of primary industry, at the same time, a increase trend in the proportion of the second and tertiary industry; secondly, from the internal structure, it refers to the proportion of the third industry at all levels changes, with economic development, the new Sector is in the dominate place instead of the traditional sector, the capital, knowledge, technology-intensive-based take place of labor-intensive. From the upgrading of the tertiary industry in Guangxi, the upgrading of the tertiary industry in Guangxi has been developing, but compared with China and other provinces, the upgrading process of the tertiary industry in Guangxi is slow, with absorbing the lower share of employment. And from the internal structure of the tertiary industry, the traditional sectors are in dominated place, requiring further optimization and upgrading.In theory, the city is the strong supporting force for the optimization and upgrading of third industry, is the driving force, and promote the third industry leap to the depth development. At the same time, the upgrading of the third industry can improve the quality of urbanization, its internal structure optimization and upgrading can give new energy for the urbanization process. Of course, the slow pace of the third industrial upgrading also hinder the development of the urbanization.From the perspective of empirical research, Guangxi urbanization process and the upgrading of the third industry has been further tested. Granger causality test and correlation test show that the urbanization process in Guangxi and the upgrading of the third industry have a weak positive correlation, while the upgrading of the third industry is Granger cause for the process of urbanization. Grey relational analysis verified the upgrading of the internal structure is importance on self-development and self-improvement process of the tertiary industry in Guangxi, because the traditional service of the tertiary industry in Guangxi have the greatest influence on urbanization process, while new services is the second role. So we enhance the adjustment of the internal structure of the tertiary industry will be more conducive to healthy economic development in Guangxi.To promoting the coordinated development between the process of urbanization and the tertiary industry, first, we must innovate in the system, restructuring the development of employment, need to adjust employment policies and develop and nurture integrated urban and rural areas. Second, it is necessary to strengthen the economic zone of the central city functions, improve the level of urbanization, and cities and towns to play their respective advantages and promote the further development of the urbanization level in Guangxi. Third, we need strengthen the macro guidance for the upgrading of internal structure in tertiary industry. Guangxi traditional industries in the tertiary industry are most relevant with urbanization process and promote the process of urbanization, so we not only promote the traditional industries in the volume of development, but also upgrade its technology by guide and improve the efficiency, maximum degrees; Guangxi emerging industries in the tertiary industry and urbanization process are in weak correlation, so the city which has a higher degree should give full play to the main city market and a high degree of accumulation of factors, transportation, professional officers, which concentrate on the advantages. And we should develop new industry and enhance the sense of finance, insurance, real estate, technology integrated technical service industry in the knowledge and skills, which can improve quality of economic development.
