| The ancients said:"County for the world.'The county economy, which plays a special role in China, is the joint of the integration of urban and rural economy. And it is an important vector to form the interactive system of the city and county, workers and farmers. With the policy of reform and opening up, especially with the tax-sharing reform and the related promotion of the system "city managing county", the county property rights and power does not match each other, directly resulting in the excessively heavy burden on farmers and the slow development of county economy.In order to overcome the abuse of system of counties, our country has experimented some reforms such as "power and strengthen county",and "direct control of the county" in many provinces. Of course, the focus of reform is not only focused on the financial system reform. Since the 2008 international financial crisis, the exportation of our country have confronted with the resistance. To activate the development of the country, further delegating power to the county and expanding domestic demand has become the core of the policy. Now, the development of the county economy becomes a strategic choice. We should not only consider the strategy such as "power and strengthen county", and the legal system from the angle of the government, we also need to consider how to adapt the county itself to such background, in order to achieve the maximum room and the fastest pace for development..In recent years, some provinces such as Fujian, Hubei, Shandong, Anhui, Jilin have launched many policies of "power and strengthen county". This article compares the development of county economy in Shandong and Anhui provinces by using historical analysis, comparative analysis, the documents for the development of the county economy, strategic research and relative concept. Considering county economy in the country's economic contribution, and "10 successful counties" in China, combined with the domestic and related foreign theory, this article studies the policy and measures to develop the county economy under the condition of "power and strengthen county". We are hoping to build a competent development model of the county economy, which has the same rights and responsibilities and organizes effectively, eventually leading to the county's economic development. |
