Research On The Export-Oriented Economy Development In Huaining County

County economy is the basic composition unit of our national economy development. During the period of constructing new village and establishing harmonious society, it has been paid much attention by all social strata. The development of county economy is the key to solve the "Three rural problems"and break the fundamental way of China’s urban and rural economy system. After adopting the policy of reform and opening up, county economy in our country has taken on a new look. Because of the highly opening standard, development of export-oriented economy has contributed hugely to the economy in county especially the coastal county. Due to the location advantages and the open policy, the export-oriented economy of eastern region has made a great success.On account of the relatively poor condition of economic base, factor endowments and opening level, the economy form of county in the central and western regions is closed. In the region, export-oriented economy started later. Their export-oriented economy has a series of problems like slow development speed, small scale, low developmental level and unreasonable structure.At present, scholars’research on export-oriented economy is limited to the developed regions of rich resources and obvious location advantages. There is rarely study of export-oriented economy for the area, where is lack of various conditions and the level of economy development lags far behind others. The economy standard in Huaining County is relatively low, meanwhile its standard of export-oriented economy falls behind its overall degree of national economy. Although export-oriented economy level of Huaining County is not high, its value for increasing in wealth of regional economy is undisputed.This article select export-oriented economy of huaining county as the research object, and uses the method of literature study and the method of investigation analysis and comparative analysis to make research. The paper contains six components, and the first section is the preface. This chapter expounds writing ideas, my innovation, deficiency. The following chapter introduces related theory. We can define relevant concepts like county economy and so on. In addition, I can summarize the predecessors’ study results, and supply theoretical preparation for my following study. The third portion introduces present situation of Huaining County, especially some about its economic extroversion. It contains Huaining County whole situation, policy of economic extroversion, import, export, foreign capital and something else. Also I calculate several measure indexes of export-oriented economy in Huaining County. This part makes analysis of export-oriented economy in Huaining County from the vertical, and prepare for making a horizontal comparative analysis later. The fourth chapter discusses some existing problems of export-oriented economy in Huaining County. This part makes comparison of export-oriented economy between Feixi County, Tianchang and Huaining County from the horizontal. Through analyzing the total amount, size and other measure indexes, I can find the practical problems. The fifth part mainly summarizes some domestic successful cases and modes of export-oriented economy development. From the summary, I can get some inspiration for further growth in the aspect of outward-oriented economy of Huaining County. Finally, according to the found problems and the inspiration, I propose some practical and meaningful methods. For example, Huaining county government should play the dominant function in building good investment environment and promoting industrial agglomeration effect in industrial park. Face the rare strategic times, the article provides a new way of thinking to develop export-oriented economy, which is significant for Huaining County.
