On January 21,2010, the State council officially replied "Urban Zone Undertaking Industrial Transferring Demonstration Area Program along Yangtze River in Anhui". The demonstration area covers the cities along the Yangtze river in Anhui province, including Hefei, Wuhu, Ma'an shan, Tongling, Anqing, Chizhou, Chaohu, Chuzhou and Xuancheng. Now Jin'an Dstrict of Liu'an and Shucheng county are also involved in. Thus, it almost has an important influence on the entire province.In current studies of industrial transferring theories study, the research results at home and abroad, which are mainly set in a macroscopic way, explore industrial transfer, or do some policy analysis by using qualitative research methods. And they mostly failed to connect the industry transfer quantitative analysis and the development of the regional industry together. Undertaking industrial transferring quantitative analysis is done in the paper, related to the nine cities along Yangtze river in Anhui. Main job is as follows:1. Measures of knowledge fuzziness in rough set are explained from the point of views of constructing mode, subjection function, measurement formula, and information granularities. A base measurement function is proposed, furthermore, relationship of the formulas is discussed. Furthermore, Holding on the quotient partial order is the key, although different granularity transforms and different expressions. Fuzziness isn't monotonously increasing with the refining of knowledge granularity. These results will be helpful for people to understand the essence of the knowledge fuzziness in rough set and those can be regarded as the main foundation of measures.2. Suppose the given data follow uniform distribution, interval-valued information system has been investigated based on dominance relationship in this paper. Probabilistic rough set model based onαdominance relationship has been established by defining Pijαwhich shows the probability of attribute object xj superior to object xi, together with relative entropy optimality criteria. Meanwhile, decision also can be made through a cumulative probability even appearance of the indistinguishable situation.3. Comprehensive evaluation empirical analysis for nine cities in "WanJiang" city belt, respectively based on the rough set fuzzy degrees,α-dominance relationship and TOPSIS method, evaluation result is basically consistent with "one axis two nuclear two-wing",the theme of the demonstration area structure established by the nation.
